What you will need:
Felt - in assorted colours
Scissors
Sewing Kit
Ribbon
Craft glue
Glue brush
Stuffing - I used little polystyrene balls but you can use wadding or filler or scrap fabric
You want to start by cutting two cow head shapes out of the felt colour that you are using for the cows head, I chose brown. The easiest way to get these symmetrical is to make a template, fold the felt in half and pin it to the felt then cut around it.

I probably shouldn't have sped straight ahead to the flowers but I was excited about adding the colour!
I added some small strips of leather cord for the eyelashes!
The only not so fun part of this DIY is the mess that comes off the felt when you cut it!
After you have decorated the cows face, take your ribbon and glue it on the back.
Take the other cow head shape, place it on the back of your decorated side, covering where the ribbon has been glued.
Sew together the two pieces.
Leave a small opening at the end to insert your filling and then sew up the remainder.
